We’ve noticed that Kahnawake, Curaçao, and Panama are often lumped into the same category. The reality is that there are significant differences between them. In this guide we compare the three jurisdictions based on the criteria that matter most to you as a player.

Kahnawake has a major advantage over the other two jurisdictions. It has been issuing licenses to operators for over two decades, and that matters, especially if you’re a player looking for security. As of the end of 2024, all active licenses are issued by the new unified authority – CGA. Previously, there were four private entities that issued sublicenses, but the new system has completely replaced that model. That’s precisely the problem, it’s a relatively new system. The CGA has only recently taken its current form. We’ve learned that there have also been serious issues at the leadership level of the authority.

Panama Has Decades of Experience but Its New Rules Are Still Unproven

Panama’s gambling regulatory authority, the Junta de Control de Juegos, has been overseeing this activity since 1947. However, since 2002, it has expanded its jurisdiction to include online gambling. Based on our research, we found that over time this regulatory framework has been criticized for the limited level of protection it offers players. There were indeed few responsible gaming tools available, as well as other issues.

However, these issues were resolved in June of this year. Law 527 introduces stricter rules.

What Happens If Something Goes Wrong

We looked at all three jurisdictions and have to admit that Kahnawake provides the clearest data regarding the resolution of complaints. If you live in Curaçao, you should know that things have changed recently. The CGA now handles all complaints, which is definitely an improvement. However, we haven’t seen any statistics on complaint resolution. This makes us a little concerned about how players’ issues are being resolved.

Panama lags behind both jurisdictions. Currently, there is no independent arbitration body nor are any data on the outcomes of complaints published. If you have a problem the only solution is to escalate the case to the JCJ.

So, How Do These Three Licenses Compare?

We decided to create a clear-cut ranking of the three jurisdictions, starting with the safest and ending with the one we believe is the least safe. As you’ve seen, Curaçao has the most robust infrastructure, but it also faces the greatest uncertainties in terms of governance. Panama comes with the newest and most ambitious legislative framework. However, to be honest, it lacks a track record to demonstrate its effectiveness. Kahnawake has the longest history, but it still raises some questions for us because it operates on a legal foundation.

What to Look for When Choosing a Casino

If you’re looking for a long track record we recommend operators licensed in Kahnawake. A god idea is to choose a casino from Casino Rewards.

On the other hand, if you want broad access and realtime verification, the CGA system in Curacao offers a one-stop shop where you can check for yourself whether a casino is licensed.

If you’ve found a casino that only holds a license from Panama, we believe it’s best to approach the situation with caution. Law 527 has only recently been introduced, and the regulatory framework is still being tested. We always recomend that you look for operators that hold a license issued by a regulator with a solid track record.

One recommendation that applies regardless of jurisdiction is to avoid operators that do not have a valid license. Those operators are not trustworthy, and you should not rely on them.

The Bottom Line for Players

Kahnawake, Panama, and Curaçao all have genuine and functional licensing and regulatory systems. However, we cannot treat them as identical Tier 2 options.

Don’t get us wrong, this doesn’t mean that any of these three jurisdictions is unsafe. It simply means that the name of the license shouldn’t be the only criterion you use when choosing a casino.
