GGL and GlueStV 2021 are often confused by players. That’s why we’re here! Let us explain what each one is.

GlueStV 2021: the legal document

GlueStV 2021 is the treaty itself. That is, an agreement signed by all 16 German states that establishes a set of rules for slots, poker, and sports betting. It went into effect in 2021, and among the changes we’ve noticed are deposit limits and restrictions on betting stakes.

GGL: The Enforcement Body

GGL is the institution responsibe for enforcing this treaty. Do you understand the difference between the two? However you should know that the body wasn’t operational from day one. Everything happened gradually. In 2021, the states decided to establish the GGL; in 2022, the GGL could only take action against illegal gambling; and it wasn’t until 2023 that it assumed full responsibility for licensing.

The EUR 1,000 Deposit Limit in Practice

The restriction that most players have a problem with is the monthly deposit limit of 1000 EUR. You probably think that means 1000 EUR per casino, right? Well it’s 1000 EUR in total regardless of whether you play at one casino or five.

Your casino deposits are monitored in real time, and once you’ve reached the limit, GGL will block all further deposits, regardless of how many licensed sites you have accounts with.

You can request a higher limit

The good news for many players is that this limit isn’t set in stone. If you want a higher limit, you can submit a request and increase it up to 30000 EUR per month. However, an assessment of your financial capacity will be conducted first.

In practice, players with higher spending have a choice. They can either opt for a higher limit though they must pass the financial capacity check or choose offshore operators where there is no cap. We’re being honest with you: according to industry sources, we’ve learned that the €30000 limit is rarely granted in practice. Generally, an increase of €10000 is approved.

Specific Rules for Slots

In addition to the deosit limit we mentioned above, the same legal framework also introduces several changes that apply exclusively to slots. Specifically, a minimum bet of 1 EUR and a minimum spin duration of 5 seconds. Furthermore, the autoplay feature is completely prohibited, as are progressive jackpots.

OASIS: Germany’s Self-Exclusion System

OASIS is the only German self-exclusion registry. When you sign up for the registry, you are automatically self-excluded from all licensed casinos in Germany. In our view, it is also one of the most comprehensive systems of its kind in Europe. A single registration covers both land-based and online gambling.

Keep in mind, however, that the minimum period is 3 months. This means that once you sign up, you won’t be able to play at any casino for at least 3 months. Longer periods are also available. Generally, a one year exclusion is the most common choice among players.

Since the begining of 2021, the number of registrations has increased significantly. I took a look at a few reports and found that there were over 320,000 self-exclusions in a single year.

Industry Reaction and the Push for Reform

The restrictions in Germany have also drawn a lot of criticism from licensed operators Why is that? Deposit limits and betting limits combined make licensed casinos less attractive than unlicensed ofshore sites. This means that many players end up turning to black-market casinos.

GGL cites a channeling rate of 77%, while independent industry estimates put the rate at 50%. Even this discrepancy between the two estimates has become a point of contention among casinos. GlueStV even included a legal requirement to review the treaty after a few years. This review is still underway, and reports suggest it is unlikely to result in any changes.
