To date, nether the federal government nor the government of Quebec has officially recognized the Kahnawake Gaming Commission as having the same authority as a provincial regulator. This issue has even gone to court where the Mohawk Council filed a constitutional chalenge.

What you need to understand is that Kahnawake has a real and functional licening system. However, the extent of its authority outside Kahnawake territory is unclear.

Kahnawake’s History as a Gambling Regulator

The Kahnawake Gaming Commission was established on June 10, 1996. However, its role was entirely different back then. It oversaw land-based gambling activities specifically, a bingo hall and, some time later, a venue with electronic gaming machines.

Three years later, in 1999, the Commission introduced regulations that expanded the licensing system to include online casinos and poker rooms. At that time, however, very few jurisdictions around the world already had a functional federal framework for gambling. Kahnawake was nevertheless one of the first regulators to create such a system and continues to do so to this day.
